FFL Transfer Guide

Our guide to legally transferring firearms to and from your possession.

Personal Protection

This category applies to both concealed carry and home protection roles. Firearms designed for personal protection cover a wide choice of firearm types, physical sizes, and calibers. Find a balance that matches your own personal needs, the size and dexterity of your hands, your sensitivity to recoil, and your eye dominance. What works for one person may be totally inappropriate for another.

Sport Shooting

Opportunities for sport shooting can range from informal get-togethers with friends and family on private property, to highly organized shooting competitions at specialized commercial facilities. Revolvers, pistols, rifles, and shotguns all have a place in this category. Several local public and private venues provide facilities supporting sport shooting in various ways.

Hunting Guns

Firearms used for hunting represent the most diverse selection of guns for any type of shooting. Species hunted in Illinois range from small mammals such as squirrels, to large game such as whitetail deer. Upland bird hunting can start with quail and pheasant, and end with Spring hunting for Wild Turkeys. Migratory bird hunting starts with dove season, and then runs through a highly structured set of duck and goose seasons.

Tactical Firearms

Tactical firearms are extensions of the desirable features found in guns associated with personal protection and home defense. They may have cosmetic similarities with military firearms, and are often mistaken for them. For example, the versatile AR-15 rifle is frequently (and incorrectly) referred to as an "Assault Rifle," and assumed to be a "full-auto machine gun," when it is not.

Firearm Collecting

Firearm collections are very diverse, and reflect the interests of the individual collector. They can start with a small number of possibly unrelated types of gun designs, or be extended to include a large number of highly specialized firearm variations. For example, some local area collectors concentrate on vintage single-shots, while others collect current "state-of-the-art" tactical designs.

Firearm Transfer Services

FFL Transfer  Service Fees- Our regular fee for most firearm transfers is $30.00. Discount transfers for active-duty and retired law enforcement, US military, fire department, EMS, and rescue squad personnel are $20.00 under our "Service Appreciation Discount."

We also process "out-going" transfers to other FFL dealers nationwide on a similar basis; please call for details. On-site private party "person-to-person"  transfers through our FFL system are also available and start at $20; quantity discounts are available.

There are two primary ways for an individual  to transfer a firearm to another eligible person in Illinois. The primary method is generally referred to as an "FFL Transfer" and involves a Federal Form 4473 background check, and this is the process we perform that is detailed on this page. (Purchasing a firearm directly from New Salem Firearms is not a "transfer," and already includes a background check.)

llinois law also allows for limited "person-to-person" gun transfers between eligible Illinois residents that includes specific steps and requirements, which now include obtaining a mandatory ISP approval number in most cases. After completing the associated documentation and obtaining the transaction number that is issued by the Illinois State Police, the nformation must be retained for 10 years on both sides of the transaction. Full information on following the steps for such a "person-to-person" transfer from this alternative process is beyond the scope of this article; please refer to the Illinois State Police web site for specific details and requirements. Please remember that you can avoid the multiple documentation steps of a "person-to-person" gun transfer by simply coming in to our store for a specially discounted FFL transfer fee.

Unlike other states, Illinois also requires background checks for high-power air (pellet) guns and muzzleloading firearms. The Illinois State Police conduct the background checks in Illinois through FFLs under Federal guidelines for all weapons considered "firearms.". The approval system is not always "instant"; delays are possible due due to various technical reasons. This is not usually a reflection on the buyer's background – usually just a "computer glich" or an indication that the system is busy. We will not release a firearm unless we have an approval for the transaction from the ISP.

FFL Transfers for Internet-based firearm auctions such as Gunbroker.com and AuctionArms.com are directly supported, as are purchases made from major online-only firearm retailers. Please note that firearm transfers from external sources include only the basic legal paperwork and delivery requirements for firearm transfers, and do not include any other services such as  research, training, firearm inspection/evaluation, transaction problem resolution, the handling of returns or repairs, or any other type of special support. However, additional services beyond the basics can be made available at additional cost if desired. New customers should not commit to sending a transfer firearm to us without discussing the process with us in advance.

Firearms not picked up within 30 days of arrival will incur monthly storage fees, and after one year will be considered abandoned and will become property of New Salem Firearms. This applies to both transfers or repairs, and applies unless prior arrangements have been made.
